City Fire Department Will Perform Emergency Services Related to Hazardous Materials Incidents
BUFFALO—Mayor Byron W. Brown and Town of Elma Supervisor Michael Nolan today announced an agreement between the municipalities wherein the City of Buffalo Fire Department will provide hazardous materials services to the Town.
The Town of Elma will pay the City of Buffalo $4,500.00 annually for this service. Town of Elma receives an average of approximately 3 hazardous material related calls for service each year. This low number of calls makes it impractical for the Town to train their own Haz-Mat team and purchase expensive equipment. The City of Buffalo’s Fire Department has a well-established, highly trained Haz-Mat team and related special equipment, so it is much easier for the City to take the actions necessary to ensure the safety of residents in the Town of Elma.
“From the days of my campaign for Mayor through the establishment of my new Administration, I have advocated for increased cooperation and collaboration between the City of Buffalo and our neighboring municipalities,” stated Mayor Brown. “From our success earlier this year in acquiring a greater share of the Erie County sales tax, which was accomplished in cooperation with the members of the Association of Erie County Governments, we established a spirit of collaboration with neighboring municipalities and created the framework for future partnerships. I am very pleased that the Elma Town Board approved this agreement and I look forward to working with the Board Supervisor Nolan on this important partnership.”
The City of Buffalo and the Town of Elma agreed that this represents the most cost-effective and efficient method of dealing with Elma’s calls for hazardous material clean- ups.
In addition to paying the City of Buffalo annually, Elma must provide supplemental manpower, if needed, when hazardous material incidents occur in the Town. Also, the party responsible for a hazardous material emergency must reimburse the City of Buffalo for the cost of the emergency response and disposal of any hazardous waste.
Both the City of Buffalo and the Town of Elma may terminate the agreement if the termination is in the City or Town’s best interests.
