Apostille Seal


When a legal document in New York State is to be executed and forwarded to a foreign country (GUAM AND PUERTO RICO are not considered foreign countries), the following three steps are to be taken:

STEP 1:  

The proper person should sign the document before a notary public or purchase a new birth certificate with parents’ names on it from the City of Buffalo. A $10 money order per birth certificate may be purchased in person or via the mail.  Search for “birth records” under for the details on the process. Applicant must have the Apostille/Certificate of Authentication Request completed and sent to the City Clerk’s office.

Applicant must send 1 large envelope to Buffalo City Clerk with the NYS completed form and a personal request along with 3 pre-paid business-sized envelopes addressed to: 1) County Clerk; 2) NYS; 3) a self-addressed envelope so that the document can be returned to the applicant after the Apostille seal is applied.

STEP 2:  

The document will then be presented to the office of the County Clerk by the City Clerk’s office for a “Notarial Certification” (unless other arrangements have been made):

The money order fee to the County Clerk is $3.00 per certification. This certification basically confirms that the notary was properly qualified and official. This certification can only be obtained from the County Clerk with whom that particular notary has filed his qualification. If applicant also provides a $10 money order addressed to, “NY Department of State”, the County will forward it on to NY State.

STEP 3: 

In order for this document to be accepted in the foreign country, it will be necessary for the Apostille to be attached to the document by a representative of the New York State, Department of State. In order to have this certification applied to the document it should be mailed to the following address:

The document should be accompanied by a letter explaining the request and a prepaid fee of $10. The person should provide a self-addressed stamped envelope so that the document can be returned to them after the Apostille Seal is applied.
