Strategic Planning Group
The Community Planning Team is the planning area team focuses on the divisions' comprehensive planning and community planning work program. The staff serves on interdisciplinary planning teams and works with Good Neighbors' Planning Alliance to prepare master plans, design guidelines, and implementation strategies at many geographic scales. The Community Planning Team will conduct specialized planning studies, manage the Planning Department's comprehensive planning process and coordinate the Planning Assistance to Communities (PAC) Program.
Specialized Planning Studies will be conducted at the request of Good Neighbors' Planning Alliance groups and elected government officials and can cover such topics as land use, economic development, housing, revitalization, and urban design. Planning studies are not official plans; however, they often lead to the preparation of a master plan or amendment to the Zoning Ordinance.
Master Plans vary in scale and detail from the Comprehensive Plan for the entire city, to functional master plans that cover a specific topic for the entire City, to area master plans for individual planning districts down to Sector master plans for an area that is smaller than a planning district or that consists only of portions of several adjacent planning areas.
The Planning Assistance to Communities (PAC) Program will offer planning and design assistance in response to specific requests from Good Neighbors' Planning Alliance groups and elected officials. Staff or consultant services will be available to complete an existing project, or a phase of a multi year project, within each fiscal year. The Mayor and the Common Council will set the total amount of assistance available through its annual budget process.
The division's planners will also monitor development activity in their planning areas, review development proposals for consistency with the City's Comprehensive Plan and more detailed area master plan recommendations, act as a planning liaison to various groups and organizations in their planning areas, and coordinate with Erie County government, the State of New York, the federal government and neighboring jurisdictions on land use and development issues.
